There's a lot of Biblical references in BioShock, especially with Adam being gathered to gain powers and Eve for powering those abilities. But also I felt and Andrew Ryan and Frank Fontaine are like two sons born as a result of this, hence the title. The track is themed on the history of Rapture and it's gradual construction with the grand yet flawed and fatal ideals.
lyrics
To build a city at the bottom of the sea! Insanity. But where else could we be free from the clutching hand of the Parasites?
I told Mr. Ryan either you build her like a bathtub, or she's gonna turn into a sewer. "No, McDonagh," he said, "we're not gonna build no bathtub... we're gonna build Eden"
It was not impossible to build Rapture at the bottom of the sea. It was impossible to build it anywhere else.
